2004-11-18 13:50 For the purpose of promoting administration on export of light (heavy) burned magnesium, maintaining the normal business order, related matters are now announced as follows:
I. Administrative scope of light (heavy) burned magnesium Light (heavy) burned magnesium includes magnesite, electric melting magnesium, light burned magnesium, heavy burned magnesium, gunning refractory made of magnesium and other mineral products containing a content of magnesium oxide over 70%( including 70%). Please refer to Appendix No.1 for the corre sponding HS codes of customs merchandises. All products in Appendix No.1 are under the export quota paid bidding administration.
II. Dalian(including Dayaowan, Yingkou, Poyuquan, Dandong and Donggang), Qingdao(Qingdaogang), Tianjin(including Donggang and Xingang), Changchun(Tumen), Manzhouli are the designated light (heavy) burned magnesium export ports.
III. All products in Appendix No.1 must go though the magnesium oxide content inspection of entry-exit inspection and quarantine institution where the inspection certificate will be issued (refer to Appendix No.2 for format of inspection certificate). The export formalities can only be finished with export certificate issued by the authorized institution of Ministry of Commerce as well as inspection certificate issued by entry-exit inspection and quarantine institution.
IV. It is difficult to distinguish the light (heavy) burned magnesium from some of the mineral products containing a certain content of magnesium oxide(such as kaoline, calcined brucite, heavy burned brucite, dolomite, wollastonite, fireclay and other magnesium oxide). Therefore, for the purpose of preventing the contraband of light (heavy) burned magnesium, before being exported, all products above must go through the magnesium oxide content inspection of entry-exit inspection and quarantine institution and the enterprises should also make declarations at customs with inspection certificates issued by entry-exit inspection and quarantine institution. All mineral products containing a content of magnesium oxide over 70% (including 70%) will be classified to the administrative scope of light (heavy) burned magnesium and under export certificate administration. The HS merchandises code is 25199099.10.
V. This announcement will take effect on Jun 1, 2005. The Circular No. 118, 1996 on Promoting Export Administration of Light (heavy) Burned Magnesium issued jointly by the Ministry of Foreign Trade and Economic Cooperation, General Administration of Customs and Import and Export Commodity Inspection Bureau is terminated at the same time.
