Appendix 3
Qualification Standard of State-owned Export Enterprises for Silver in 2005
1. Production enterprises
(1) Have registered for the record in industrial and commercial departments, be a legal enterprise and as a foreign trade manager for more than two years;
(2) The production enterprises in western areas should produce silver more than 30 ton (including 30 ton) every year. The production enterprises in other areas should produce silver more than 50 ton (including 50 ton) every year. The statistics published last year by National Bureau of Statistics sh
ould be taken as the standard.
(3) If the products produced by the enterprises are the products in the Catalogue of Advanced Technological Products of China issued by Ministry of Science and Technology, Ministry of Commerce, Ministry of Finance, General Administration of Taxation and General Administration of Customs or products
listed in the Catalogue of Advance Technological Product of China issued by Ministry of Science and Technology or advanced technological products authenticated by the Ministry of Science and Technology, the standard of Item 2 may be lowered in accordance with concrete conditions of the products.
(4) Releasing of industrial dust, waste water and waste gas produced during production of the enterprises should reach present national standard (especially the arsenic-containing smoke, dust, and waste water produced during crude silver pyrometallurgy must be treated by harmless ways). Obtain the c
ertificate of reaching the releasing standard issued by provincial environmental administrations and provide monitoring report of the present year issued by provincial environmental administrations;
(5) The production of crude silver and electrolytic refining should be finished by the same legal enterprises and the environmental measures on electrolytic crude silver production meet the requirements of above item;
(6) Purchasing silver enterprises must not cause second pollution while treating silver-containing waste materials in the purchasing area. Releasing should meet present national standard.
(7) The production enterprises should conduct production in accordance with the requirements of Safety Production Law of the People’s Republic of China. The quality of the products should meet present national standard and the rate of the users’ complaint over the quality of the products should be
zero;
(8) Abide by related national laws and regulations, pay social endowment insurance, employment insurance and medical insurance for workers and staffs in accordance with rules, and provide related certificate of having paid the social endowment insurance, employment insurance and medical insurance fo
r workers and staffs issued by labor and social security departments;
(9) Have passed national authentication of quality system ISO9000. The enterprises who are now going through the formalities of quality system authentication should provide the contact of quality system authentication signed with the department of quality authentication, and finish quality system au
thentication before March 31, 2005;
(10) No activities of contrary to related national laws and regulations in recent three years.
2. Circulation enterprises
(1) Have registered for the record in industrial and commercial departments, have the qualification of a legal enterprise and be a foreign trade manager for more than five years (including five years)
(2) Have business achievements of silver products and related nonferrous metal (copper, lead, zinc, antinomy and gold);
(3) The sum of import and export of foreign trade circulation enterprises in western areas should be more than 50 million USD (including 50 million USD). The sum of import and export of foreign trade circulation enterprises in other areas should be more than 0.1 billion USD (including 0.1 billion US
D). The statistics published by General Administration of Customs should be taken as the standard;
(4) Abide by related national laws and regulations, pay social endowment insurance, employment insurance and medical insurance for workers and staffs, and provide related certificate of having paid the social endowment insurance, employment insurance and medical insurance for workers and staffs issu
ed by labor and social security departments;
(5) Have passed national authentication of quality system ISO9000. The enterprises who are now going through the formalities of quality system authentication should provide the contact of quality system authentication signed with the department of quality authentication, and finish quality system au
thentication before March 31, 2005;
(6) No activities of contrary to related national laws and regulations in recent three years.
(7) As for the industry and trade companies invested by foreign trade circulation enterprises and holding production enterprises, the examination and approval of it may be carried out in accordance with related standard of production enterprises.
As for the enterprises in the same conditions, the examination and approval of business qualification of the enterprises who have passed the authentication of environmental control standard ISO14000 and the products have registered marks and have higher rate of deep processing will be prioritized.
Appendix 4
Qualification Standard of the Enterprises to Supply Tungsten Products for Export in 2005
1. Tungsten supply enterprises for export must be a smelting processing enterprises approved by national competent departments;
2. The production capacity is corresponding to APT, more than 3 thousand ton (including 3 thousand ton) (take the production capacity before the end of 2003 as the standard, same below). The average supply quantity should be more than 1 thousand ton every year from 2001 to 2003.
As for the enterprises in the same conditions, the enterprises whose deep processing products take the higher proportion in deep processing products of comprehensive enterprises of mining, dressing and smelting and the products supplied for export are prioritized;
3. The quality of the products tallies with present national standard or industrial standard, and has passed national authentication of quality system ISO9000. The enterprises who are now going through the formalities of quality system authentication should finish quality system authentication befor
e March 31, 2005;
4. Abide by related national laws and regulations, pay social endowment insurance, employment insurance and medical insurance for workers and staffs, and provide related certificate of having paid the social endowment insurance, employment insurance and medical insurance for workers and staffs issue
d by labor and social security departments;
5. The purchasing rate of main technological process from tungsten to APT is more than 90 percent. The purchasing rate from APT to tungsten is more than 97 percent;
6. The energy consumption from tungsten to APT is less than 1 ton coal / ton output. The energy consumption of APT to tungsten powder is less than 4.6 ton coal/ton output;
7. Releasing of industrial dust, waste water, waste gas meets present national standard, and approved by provincial environmental protection department, provide the monitoring report issued by provincial environmental department;
8. Have advanced equipment. Main equipment, instruments and meters are made after 1990;
9. All tungsten concentrate and primary products purchased by smelting enterprises are from mining enterprises with mining license and smelting enterprises with supply qualification for export.
