Qualification Standard of State-owned Export Enterprises for Tungsten Products in 2005
1. Register for the record as a foreign trade manager in accordance with laws;
2. No activities contrary to related national laws and regulations in recent three years;
3. Have passed national authentication of quality system ISO9000. The enterprises who are now going through the formalities of quality system authentication should provide the contact of quality system authentication signed with the department of quality authentication, and finish quality system aut
hentication before March 31, 2005;
4. Abide by related national laws and regulations, pay social endowment insurance, employment insurance and medical insurance for workers and staffs, and provide related certificate of having paid the social endowment insurance, employment insurance and medical insurance for workers and staffs issue
d by labor and social security departments;
5. Circulation enterprises should purchase the products of the enterprises with the qualification of supplying products for export in accordance with related provisions of Temporary Measures on Qualification Authentication of the Enterprises to Supply Tungsten and Antimony Products for Export;
6. If the average quantity of tungsten export of the circulation enterprises is more than 180 ton (including 180 ton) every year from 2001 to 2003, the statistics of the General Administration of Customs should be taken as the standard;
7. The production enterprises should also meet following requirements simultaneously:
(1) Have obtained production license issued by national competent industrial administrations;
(2) Have obtained the certificate of reaching releasing standard issued by provincial environmental administrations and environmental monitoring report of reaching releasing standard in this year provided by provincial environmental administrations;
(3) Tungsten production enterprises should take tungsten products as their main products, take the average output of 2002 and 2003 as the standard. Comprehensive production and processing scale (corresponding to APT) should not be less than 3 thousand ton every year, the output of tungsten powder an
d hard alloy (or tungsten filament, tungsten materials and etc.) should not be less than 5 hundred ton every year.
(4) If the products produced by the enterprises are the products in the Catalogue of Advanced Technological Products of China issued by Ministry of Science and Technology, Ministry of Commerce, Ministry of Finance, General Administration of Taxation and General Administration of Customs or the produ
cts listed in the Catalogue of Advanced Technological Products of China issued by Ministry of Science and Technology, or advanced technological products authenticated by the Ministry of Science and Technology, the standard of Item 3 may be lowered in accordance concrete conditions of the products.

1. Register for the record as a foreign trade manager in accordance with laws;
2. No activities contrary to related national laws and regulations in recent three years;
3. Have passed national authentication of quality system ISO9000. The enterprises who are now going through the formalities of quality system authentication should provide the contact of quality system authentication signed with the department of quality authentication, and finish quality system aut
hentication before March 31, 2005;
4. Abide by related national laws and regulations, pay social endowment insurance, employment insurance and medical insurance for workers and staffs in accordance with rules, and provide related certificate of having paid the social endowment insurance, employment insurance and medical insurance for
workers and staffs issued by labor and social security departments;

6. If the average quantity of antimony export of the circulation enterprises is more than 190 ton (including 190 ton) every year from 2001 to 2003, the statistics of the General Administration of Customs should be taken as the standard;
7. The production enterprises should also meet following requirements simultaneously:
(1) Have obtained production license issued by national competent industrial administrations;
(2) Have obtained the certificate of reaching releasing standard issued by provincial environmental administrations and environment monitoring report of reaching releasing standard in present year provided by provincial environmental administrations;
(3) Antimony production enterprises should take antimony products as their main products, take the average output of 2002 and 2003 as the standard. Comprehensive production and processing scale of refined antinomy should not be lower than 5 thousand ton every year, or the output of antinomy oxide is
not less than 3 thousand ton every year.
(4) If the products produced by the enterprises are the products in the Catalogue of Advanced Technological Products of China issued by Ministry of Science and Technology, Ministry of Commerce, Ministry of Finance, General Administration of Taxation and General Administration of Customs or the produ
cts listed in the Catalogue of Advanced Technological Products issued by Ministry of Science and Technology or advanced technological products authenticated by the Ministry of Science and Technology, the standard of Item 3 may be lowered in accordance concrete conditions of the products.
