Announcement No.62, 2005 of the General Administration of Customs of the People’s Republic of China

In accordance with decisions of Tariff Committee of the State Council, China started to impose anti-dumping duties on Styrene-butadiene rubber (SBR) originating from Russia, the Republic of Korea and Japan as from Sep 9, 2003, and General Administration of Customs released Announcement No.53, 2003 a ccordingly. In accordance with investigation result of midterm review of Ministry of Commerce, Tariff Committee of the State Council decided to adjust rate of anti-dumping duties on SBR originating form a part of Korean enterprises, according to which Ministry of Commerce released Announcement No.81 , 2005 (refer to Appendix). Related matters are now announced as follows:
1. As form Dec 13, 2005, LG Daesan Petrochemical Ltd. will be allowed to succeed the anti-dumping measures that are applied to SBR produced by Hyundai Petrochemical Co., Ltd. previously, the tax rate of which is 4.15%. 2. As from Dec 13, 2005, when exporting investigated commodities to China mainland in name of “Hyundai Petrochemical Co., Ltd.”, Korean exporters should pay a anti-dumping duty of 27%, which is equal to that of “other Korean companies”. 3. Please follow Announcement No.53, 2003 of General Administration of Customs to deal with other affair s of anti-dumping duties on SBR originating from Russia, the Republic of Korea and Japan.
