Technical Specifications of Managing Operation of Storage enterprises of Refined oil Products

1. Scope
These Specifications stipulates the terms and definitions of operation management for storage enterprises of refined oil products, necessary requirements for establishment of the enterprises, technical requirements of management of oil depot construction, operation and market credit.
The Specifications apply to the enterprises engaged in storage of refined oil products in China.
2. Standard quoted documents
The provisions of following documents become the provisions of these Specifications after they are quoted by these Specifications. All revised papers (excluding the corrected errors) or revised editions following all quoted documents that are dated do not apply to these specifications. However, all
parties that reached an agreement in accordance with these specifications are encouraged to use the newest editions of these documents. The newest editions of all the quoted documents that are not dated apply to these specifications.

3. Terms and Definitions
Following terms and definitions apply to these specifications
3.1 refined oil products
Refined oil in terms of these Specifications means oil products for sale, include oil, kerosene and diesel oil that reached product quality standard stipulated by the state through refining, processing or mixing
3.2 storage enterprise of refined oil products
Mean operation organizations engaged in refined oil storage marketing, having storage and transportation facilities meeting the requirements of Design Specifications of Oil Depot (GB 50074-2002) and other related regulations and obtained Approval Certificate of Refined Oil Storage business.
3.3 oil depot
Warehouse that have oil storage tank and petroleum pipeline, special railway line or refined oil loading and unloading equipment and other necessary facilities and used for receiving, distribution and storage refined oil.
3.4 Oil products
Mean refined oil and other oil products obtained from distilled, refined or mixed crude oil.
3.5 HSE management system
Mean management system that commands and controls the organization in health, safety and environment. It is an effective management measure to make analysis of risks in advance, determine potential harm and consequence of their activities in order to take effective lookout methods and control measur
es to prevent it and reduce personnel injury, property loss and environmental pollution that may give rise to.
4. The requirements that storage enterprises of refined oil should meet
4.1 The distribution and installation of affiliated oil depot must meet national requirements of general development plan and area distribution for storage enterprises of refined oil products, and meet the requirements of city plan, environmental protection, safety production, safety fire- preventio
n and etc.
4.2 Storage facilities should meet the requirements of distribution plan of oil depot, general designed capacity of oil depot is no less than 4 thousand cubic meters (excluding overhead tank and drum), and the facilities of oil depot should accord with the provisions of current national mandatory st
andard apart from Design Specifications of Oil Depot (GB50074-2002).
4.3 Design and construction of operation facilities should Meet the requirements of related national provisions of design and construction standard, and obtained Approval Comments on Construction Acceptance issued by related competent administrations.
4.4 Obtain Storage License of Dangerous Chemicals after the examination of provincial safety production supervision administration.
4.5 Oil depot has perfect technology system of refined oil acceptance and distribution, have petroleum pipeline or special railway line or ocean cargo and road oil distribution platform that are used to accept and distribute refined oil.
4.6 Have management mechanisms of safety, measurement, quality and etc. Equipped with laboratory apparatus and equipment for the items of refined oil putted in storage and stored that must be tested in accordance with the provisions of national standard.
4.7 Oil depot should employ electrician, boiler worker (according to the site of oil depot and equipment situation) and other special technical personnel with qualification.
4.8 Have management professionals of finance, measurement, quality, safety and etc.
4.9 Have management mechanisms of safety, measurement, quality and etc. Equipped with laboratory apparatus and equipment for the items of refined oil putted in storage and stored that must be tested in accordance with the provisions of national standard.
4.10 Have perfect rules and regulations, establish HSE management system.
5. Construction and management of oil depot
5.1 Installation of oil depot
5.1.1 The distribution and installation of affiliated oil depot should meet national requirements of general development plan and area distribution for storage enterprises of refined oil products, and meet the requirements of city plan, environmental protection, safety production, safety fire- preve
ntion and etc.
5.1.2 The design and construction of oil depot should meet the provisions of safety production and environmental protection. The construction of business site should accord with national laws and regulations of land, planning, communication, fire prevention, safety, anti-quake and environmental prot
ection.
5.1.3 The area of the land that is used by oil depot and construction scale of oil depot should meet the requirements of city and town planning and permission of use of land.
5.1.4 The choice of the site and general layout arrangement of oil depot should meet the provisions of Design Specifications for Oil Depot (GB50074-2002), Fire-prevention Specifications for building design （GBJ 16）and Operation Conditions and Technical Requirements for Enterprises Handling Dangero
us Chemicals（GB 18265）.
5.1.5 The site of oil depot should meet the requirements of source of river and electricity needed by production, fire prevention and life, and as well as the requirements of water discharging.
5.1.6 The safety distance between oil depot and peripheral residential district, industrial and mining enterprises and communication lines should meet the provisions of Design Specifications of Oil Depot （GB 50074-2002）.
5.2 Design and construction of oil depot
5.2.1 Engineering design and construction of oil depot should meet the requirements of corresponding acceptance specifications for design and construction. The organization responsible for design of oil depot should have corresponding Grade A qualification certificate of engineering design.
5.2.2 Construction organization of oil depot should obtain Permission Certificate of Building Engineering Construction and begin construction within time limited.
5.2.3 The construction of oil depot should accept the supervision and management of competent local administrations of construction, labor, technical supervision and environmental protection. The enterprise contracting the construction of oil depot should have corresponding qualifications and obtain
ed safety production license. Construction supervision organization should have corresponding qualifications.
5.2.4 Oil depot should have complete engineering technical materials for the acceptance of the engineering when the construction is completed, and meet the provisions of Specifications for Building Engineering Documents filing（GB/T 50328）.
5.2.5 Construction acceptance of oil depot should accord with the provisions of Quality Management Regulations of Construction Engineering, Uniform Standard for Construction Quality Acceptance of Building Engineering (GB 50300) and related laws, regulations, standard and specifications.
5.2.6 After the construction of oil depot is finished, it could not start operation until it passes the examination and acceptance of competent local authority and get the acceptance report of fire prevention.
5.3 Equipment and facilities of oil depot
5.3.1 The choice of the equipment, facilities and technology should accord with the requirements of Design Specifications of Oil Depot （GB50074-2002）.
5.3.2 Function and conditions of equipment and facilities in oil depot should meet following requirements:
Production factory should have qualification with legal validity;
Equipment and facilities have quality certificate with legal validity;
Equipment and facilities meet the requirements of design;
Purchase and installation of electrical equipment should meet the requirements of anti-explosion;
Calculating meters and appliances used for trade connection should pass the inspection of competent calculation administrations in accordance with laws. Precision of flow-meter is no lower than Grade 0.2.
5.3.3 Oil depot should use new materials and equipment confirmed by national inspection organs.
5.3.4 Oil depot should install joint ground connection device of anti static electricity and induction thunder that meet related national technical specifications.
5.3.5 Oil storage tank in oil depot should have level meter with alarm function for high level.
5.4 Environmental protection
5.4.1 Storage tank and petroleum pipeline of oil depot should adopt protection measures of anti leakage and spread, and install leakage inspection equipment.
5.4.2 Oil depot should adopt positive pressure oil unloading technology while unloading oil, must not adopt the technology of vacuum pump leading oil and vacuum accompanying operation.
5.4.3 Oil depot should install combustible gas inspection device in oil tank area, oil pump room (shed) and oil distribution booth in accordance with the requirements of Design Specifications for Combustible Gas and Toxic gas Detection and Alarm System of Petrochemical Enterprises
5.4.4 Oil depot should employ oil gas recycle device.
5.4.5 Oil depot should establish protection embankment, oil sewage separation cell (flume) that meet the requirements of design specifications.
5.4.6 Oil sewage should reach national Standard for Integrated Sewage Discharge （GB 8978）after sewage treatment.
5.4.7 Dock of oil depot should install oil containment boom, oil absorption felt, oil collection device and other antipollution facilities.
6. Operation management
6.1 Transit service management
6.1.1 The source of oil products stored and transshipped by storage enterprises of refined oil products should be legal. Must not store oil products eliminated by state decree, smuggled or refined illegally and from unclear source.
6.1.2 Must not store refined oil for the enterprises that do not have qualifications of marketing refined oil products.
6.1.3 Storage enterprises of refined oil products should establish management account of refined oil entering, storage and leaving the depot. Keep effective evidence and notes showing the source and whereabouts of refined oil.
6.2 Price management
6.2.1 Storage enterprises of refined oil products should implement the price policy or charging standard stipulated by the state.
6.2.2 Must not violate related national regulations of service charge.
6.3 Measuring management
6.3.1 Oil depot should employ full time measurement personnel going to work post with certificate.
6.3.2 Oil depot should use statutory measuring unit, must not use measuring unit that is not statutory on sign and mark, measuring instrument, in measuring report, statistic form and other official documents.
6.3.3 Measuring instruments of oil depot should include oil dip rod, water inspection gauge, thermometer, densimeter, flowmeter and standard measuring instruments and automatic measuring system that meet the requirements of national statutory measuring unit.
6.3.4 Measuring instrument of oil depot used in trade connection should pass the inspection of measurement inspection organs or authorized by them and used within term of validity. The inspection term of strong inspection measuring instrument should accord with the provisions of national measuring i
nspection regulations.
6.3.5 Metal tank of oil depot should pass measuring inspection, effective storage capacity should be worked out, and term of re-inspection is 4 years.
6.3.6 Measuring inspection of oil depot should accord with related national standard. Standard loss should accord with GB11085?89 Standard for Loss of bulk liquid petroleum products.
6.3.7 Oil depot should establish measuring account of purchase, sale and storage of refined oil.
6.4 Quality management
6.4.1 Oil depot should use special pipeline, special pump and special tank to load, unload, storage and transferring refined oil, and when tanks and pipeline will be used to fill other oil products, they should be washed and changed in accordance with regulations.
6.4.2 Oil depot should examine carefully whether tank car, oil carrier have related certificate of transporting dangerous goods before distributing oil to them, and examine whether the container is clean, oil can not be distributed until the container passes the examination.
6.4.3 Oil tank and pipeline of oil depot should be washed regularly.
6.4.4 Oil depot should establish quality inspection organ or quality inspection room suitable to operation ability and varieties, and inspect the quality of oil products leaving and entering depot in order to assure the quality of the oil products.
6.4.5 Oil depot should employ quality inspection personnel who should go to work with certificate.
6.5 Financial management
6.5.1 Storage enterprises of refined oil products should settle accounts and work out financial accountant report in accordance with national Accounting Laws, Accounting Norm of Enterprises, Accounting Regulations of Enterprises and Specifications of Basic Accounting Works.
6.5.2 Storage enterprises of refined oil products should carry out accountant supervision, regulate business activities of enterprises and ensure the truthfulness and completeness of accounting materials in accordance with the provisions of Specifications of Inner Accounting Control.
6.5.3 Storage enterprises of refined oil products should open and manage bank account, handle fund payment business in accordance with Management Measures of People’s Bank on Closing Account, Measures on Payment and Settlement, Temporary Regulations of Cash Management.
6.5.4 Storage enterprises of refined oil products should purchase, use and keep invoice strictly in accordance with the Regulations of Using All Special Invoice for Taxation Expenses.
6.5.5 Storage enterprises of refined oil should establish detailed auxiliary account and card for fixed property, check up fixed property regularly.
6.5.6 Storage enterprises of refined oil products should establish account files in accordance with Management Measures on Account Files, keep well accounting notes, account book, account report form and other account materials according to stipulated number of years.
6.5.7 Storage enterprises of refined oil products should accept the supervision of audit organs, financial organs and taxation organs in accordance with laws and related national regulations. Provide account notes, account books, account report forms and other account materials and information accor
ding to the fact, must not refuse, hide or make a false report.
6.6 HSE management
6.6.1 Storage enterprises of refined oil should have safety evaluation report provided by safety evaluation organ that has corresponding qualifications and Business License of Dangerous Chemicals and Storage License of Dangerous Chemicals issued by provincial safety production supervision administra
tions.
6.6.2 Storage enterprises should have perfect safety fire prevention organ, employ full time safety management personnel. The persons in charge and safety production management personnel should go to work post after they take part in corresponding safety management training.
6.6.3 Storage enterprises of refined oil products should carry out safety training and examination to the persons working at oil depot in order to ensure them to master necessary safety production knowledge, know related safety production regulations and safety operating rules, and master safety ope
rating skills of this post. They should go to work after they pass the examination.
6.6.4 Storage enterprises of refined oil products should establish and perfect rules and regulations of safety management and procedures of post safety operation, perform the rules of safety production responsibility.
6.6.5 Oil depot should work out emergency plan aiming at all expected incidents, and make practice regularly according to the plan.
6.6.6 Oil depot should install fire prevention equipment and facilities, maintain regularly in accordance with regulations in order to ensure good function. Establish and perfect fire prevention files of oil depot.
6.6.7 Oil depot should establish HSE (Healthy, Safety, Environment) management systems, carrying out HSE management.
6.6.8 Storage enterprises of refined oil products should establish special funds for dealing with hidden trouble, remove thoroughly hidden trouble affecting safety in order to assure safety production.
6.6.9 Oil depot should place clear safety alarm signs in the places of easy explosion, production and marketing and on related facilities and equipment
6.6.10 Oil storage tank, oil and gas pipelines and other equipment and facilities of oil depot should be perfect, no leakage and dripping. Prevent from polluting groundwater and soil. Oil and gas pipelines buried for 5 years should be dig out and examined in low-lying and moist land.
6.6.11 Ambient air in operation site of oil depot should accord with Ambient Air Quality Standard （GB 3095）. Density of discharging oil gas of oil depot should not exceed Integrated emission standard of air pollutants (GB 16297).
6.6.12 Oil depot should provide employees with labor protection articles according with national standard or trade standard, and supervise and teach the employees to wear and use them according to user’s manual.
7. Market credit
7.1 Storage enterprises of refined oil products should be honesty in their business, have good social reputations.
7.1.1 No activities of cheating, operating violating the regulations, tax evasions and owned.
7.1.2 No record of violating laws and regulations in judicial department and administrative law-enforcement organs.
7.2 Establish service supervision rules.
7.2.1 Establish complaint box in a conspicuous spot at business site and oil depot, publish the telephone number for complaint.
7.2.2 Complaint should be dealt with in accordance with rules, clearly define responsibility to exact person, set a time limit, and make a detailed record on the result of settlement and satisfaction of complainants.
